Fraps FPS showing different on video?

When I record Fraps on my laptop while I'm playing it's showing really low FPS, anywhere from 15-30fps, but when I watch it afterwards it always says it's about 45-68fps. Is Fraps just calcuating what it thinks it would be if I didn't have Fraps running? I have a Toshiba Satellitle L305-S5907, I'm just messing around with what this laptop can handle
